Interior CS Fred Matiang’i has ordered the immediate interdiction of Mathira West OCPD Kiptoo Birgen over the assault of an election observer.
There was furor after a man was caught on camera slapping Martha Miano, an observer of the Political Parties Liaison Committee.
Miano was assaulted in the presence of Mathira MP Rigathi Gachagua at Kiamariga police station.
The incident followed a confrontation between Gachagua and election officials during the by-election in Ruguru ward, Nyeri county.
The Minister said Birgen was compromised and that he lied to his seniors about the issuance of a P3 form to the observer.
Matiang’i said the OCPD also lied about entering the case in the Occurrence Book.
He further noted that three people linked to the incident were yet to be arrested.
“They walked into the police station and left without any charges. The OCPD lied under oath,” said a visibly displeased Matiang’i.
He said the OCPD will remain interdicted for investigations and possible prosecution.
“Such heartless officers should not be allowed to serve in the National Police Service,” he said. “I have personally taken over the matter. No Kenyan should [face discrimination] based on tribe or race.”
